COMMITTEE ON GOVERNMENT REPLIES ON THE QUESTION OF DEFINING AGGRESSION This Committee was established by the General Assembly by resolution 1181(XII) of 29 November 1957. It is composed of those Member States which served on the General Committee at the most recent regular session of the Assembly. In April 1959, the Committee decided to adjourn, until April 1962, further consideration of the question of determining when it would be appropriate for the General Assembly to consider again the. question of denning aggression, unless a majority of the Committee's members requested an earlier meeting. THE ECONOMIC AND SOCIAL COUNCIL The Economic and Social Council consists of 18 Members of the United Nations elected by the General Assembly, each for a three-year term of office. At its sixteenth session, on 30 October and 14 November 1961, the General Assembly elected Australia, Colombia, India, Senegal, United States and Yugoslavia, each to serve for a three-year term ending on 31 December 1964, to replace the six members whose terms of office expired on 31 December 1961. SESSIONS IN 1961 The Council held two sessions in 1961, as follows: Thirty-first session, held at United Nations Headquarters from 19 to 28 April 1961. FUNCTIONAL COMMISSIONS AND SUBSIDIARIES The Population Commission and the Statistical Commission meet once every two years. The Social Commission, which had been meeting once every two years since 1953, was to resume annual sessions in 1962, in accordance with an Economic and Social Council decision of 2 August 1962. The following also meet annually: Commission on Human Rights and its Sub-Commission on Prevention of Discrimination and Protection of Minorities; Commission on the Status of Women; Commission on Narcotic Drugs; Commission on International Commodity Trade. On 3 August 1961, the Council decided to increase the membership of the functional commissions from 1 January 1962, as follows: From 15 to 18 members: Population Commission, Statistical Commission. From 18 to 21 members: Commission on Human Rights, Commission on the Status of Women, Social Commission, Commission on International Commodity Trade. From 15 to 21 members: Commission on Narcotic Drugs. STATISTICAL COMMISSION The Statistical Commission consisted of 15 members in 1961, each elected by the Council for a four-year term. The Commission did not meet in 1961. Its membership was as follows: To serve until 31 December 1961: China, Ireland, Netherlands, USSR, United States. To serve until 31 December 1963: Australia, Brazil, India, New Zealand, Ukrainian SSR. To serve until 31 December 1964: Cuba, France, Norway, Romania, United Kingdom. The following were elected on 28 April 1961 to serve from 1 January 1962 to 31 December 1965 in the place of those members whose terms of office expired at the end of 1961: Canada, China, Ireland, USSR, United States. On 3 August 1961, the Council decided to increase the membership of the Statistical Commission from 15 to 18 members. On 22 December 1961, it elected Japan, Sudan and Uruguay to the additional seats. Their terms of office were decided by lot, as follows: Sudan, 1 January 1962-31 December 1963; Uruguay, 1 January 1962-31 December 1964; Japan, 1 January 1962-31 December 1965. POPULATION COMMISSION The Population Commission consisted of 15 members in 1961, each elected by the Council for a fouryear term.
