INTERNATIONAL LAW COMMISSION
The International Law Commission consists of
persons of recognized competence in international law
elected by the General Assembly in their individual
capacities for a five-year term. Any vacancies occurring
within the five-year period are filled by the
Commission. There were 21 members in 1961. On
6 November 1961, the General Assembly decided to
increase the Commission's membership to 25. On
28 November, the General Assembly elected the 25
members, each to serve for a five-year term from 1
January 1962.

QUESTION OF DEFINING AGGRESSION
This Committee was established by the General
Assembly by resolution 1181(XII) of 29 November
1957. It is composed of those Member States which
served on the General Committee at the most recent
regular session of the Assembly.
In April 1959, the Committee decided to adjourn,
until April 1962, further consideration of the question
of determining when it would be appropriate
for the General Assembly to consider again the. question
of denning aggression, unless a majority of the
Committee's members requested an earlier meeting.

THE SECURITY COUNCIL
The Security Council consists of 11 Members of the
United Nations. Five are permanent members of the
Council. The remaining six are non-permanent members,

In 1961 the General Assembly elected Ghana,

was elected on 30 October to serve until 31 December
1962, to complete the term of office of
Liberia, which resigned as of 31 December 1961 in
accordance with an arrangement announced by the
President of the General Assembly in 1960. Ghana
and Venezuela were elected by the Assembly on
30 October for two-year terms ending 31 December
1963, replacing Ceylon and Ecuador, whose regular
terms expired on 31 December 1961. Romania was
elected by the Assembly on 1 December 1961 to replace Turkey, whose
regular term expired on 31 December
1961; the President of the Assembly announced
an understanding that Romania would
resign its seat on 31 December 1962.

THE ECONOMIC AND SOCIAL COUNCIL
The Economic and Social Council consists of 18 Members
of the United Nations elected by the General
Assembly, each for a three-year term of office.

FUNCTIONAL COMMISSIONS AND
SUBSIDIARIES
The Population Commission and the Statistical
Commission meet once every two years.
The Social Commission, which had been meeting
once every two years since 1953, was to resume annual
sessions in 1962, in accordance with an Economic
and Social Council decision of 2 August 1962. The following also meet
annually: Commission on
Human Rights and its Sub-Commission on Prevention
of Discrimination and Protection of Minorities;
Commission on the Status of Women; Commission on
Narcotic Drugs; Commission on International Commodity
Trade.
On 3 August 1961, the Council decided to increase
the membership of the functional commissions from
1 January 1962, as follows:
From 15 to 18 members: Population Commission,
Statistical Commission.
From 18 to 21 members: Commission on Human
Rights, Commission on the Status of Women,
Social Commission, Commission on International
Commodity Trade.
From 15 to 21 members: Commission on Narcotic
Drugs. STATISTICAL COMMISSION
The Statistical Commission consisted of 15 members
in 1961, each elected by the Council for a
four-year term. The Commission did not meet in
1961. Its membership was as follows:
To serve until 31 December 1961: China, Ireland,
Netherlands, USSR, United States.
To serve until 31 December 1963: Australia, Brazil,
India, New Zealand, Ukrainian SSR.
To serve until 31 December 1964: Cuba, France,
Norway, Romania, United Kingdom.
The following were elected on 28 April 1961 to
serve from 1 January 1962 to 31 December 1965 in
the place of those members whose terms of office
expired at the end of 1961: Canada, China, Ireland,
USSR, United States.
On 3 August 1961, the Council decided to increase
the membership of the Statistical Commission
from 15 to 18 members. On 22 December 1961, it
elected Japan, Sudan and Uruguay to the additional
seats. Their terms of office were decided by lot, as
follows: Sudan, 1 January 1962-31 December 1963;
Uruguay, 1 January 1962-31 December 1964; Japan,
1 January 1962-31 December 1965.
POPULATION COMMISSION
The Population Commission consisted of 15 members
in 1961, each elected by the Council for a fouryear
term. Its membership was as follows:

COMMISSION ON NARCOTIC DRUGS
The Commission in 1961 consisted of 15 members
of the United Nations which are important drug
producing or manufacturing countries, or countries
in which illicit traffic in narcotic drugs constitutes a
serious social problem. Ten members of primary importance
in these fields were appointed for an indefinite
period; the remaining five were elected by
the Council for three years. Its membership in 1961
